The Eternal Frontier Shop becomes available once you reach team level 90 and finish the Campaign. You can access the Shop by tapping Merchant in the left part of the Eternal Frontier menu:
You can also select the Eternal Frontier tab when you open any other Shop.
Here, you can spend Eternal Coins to purchase hero equipment (including the red one), Talismans, Meta Cubes, Mastery Crystals, and Soul Stones of Soleil, Amira, and Cascade:
Only the first Talisman of a hero is available for purchase in the Eternal Frontier Shop. You can find the full list in the article about Talismans: the first ones are listed under number 1.
Talismans of these heroes are exceptions and do not appear in the Shop:

The first Talismans of new heroes appear in the Shop a few Seasons after they are added to the game. Currently, it does not include Talismans of Crow and Kendle.
New goods appear every 24 hours at 9:00 PM your in-game time. You can also refresh the Shop using emeralds.
